After failing to appear in front of Judge Knapp yesterday morning on two separate drug possession cases, a 28-year-old Chadds Ford man is finally in custody and will likely be spending some quality time in Chester County Prison. Jeffrey Christopher Stair had two active cases out of 15-1-04 for Possession of a Controlled Substance, one filed by Ofc. Jason O'Neill (15-1-04, CR-0000211-07) and one by Ofc. Bill Viebahn (15-1-04, CR-0000227-07) for which a bench warrant was issued. At around 01:10, Ofc. David Hammond spotted Stair in front of the Rite Aid at Gay and Walnut Streets and apprehened him after a brief foot pursuit which ended in front of the Post Office.
Stair will now face a third set of charges in front of Judge Knapp, including Resisting Arrest, Escape, and (surprise, surprise) two drug charges - Possession of a Controlled Substance and Possession of Drug Paraphanalia. He was arraigned in front of Judge Arnold in Downingtown District Court this morning and committed on $2,500 bail. His preliminary hearing is scheduled for this Friday in front of Judge Knapp (15-1-04, CR-0000279-07).
I guess Stair now moves into the lead for Knucklehead of the Year...
About an hour earlier, Landmark Americana, the sports bar at West Gay and North Darlington whose recent opening and planning sparked a lot of controversy, officially was christened into the WCPD scene after a report of a large crowd in that area. At around 00:30, units were dispatched to the report of a large disturbance on the 50 block of West Gay; the location was later updated to Gay & Darlington after investigation. Upon arrival, officers reported at least three individuals who were reportedly the focus of the disturbance. All three were barred from Landmark; one was arrested for Criminal Mischief under unknown circumstances at this time. Tamal Forchion, 24, of Willingboro, N.J., was arraigned by Judge Arnold this morning and posted $1,500 bail this evening; his preliminary hearing in front of Judge Bruno is scheduled for August 28 (15-1-01, CR-0000229-07).
The 03:00 hour wasn't without its drama either. A report of an assault at Matlack and Miner Streets brought out WCPD and GFAC to the scene. The actor was described as a black male last seen leaving the area in a white Mercedes Benz. It had appared that units were looking for that actor when West Goshen had requested an officer assist either near the Government Services Center or near Bolmar Street. It was difficult to understand what the circumstances were because (1) there wasn't a heck of a lot going over the county police radio (which, ironically enough, WCPD can't really monitor because Chester County DES isn't smart enough to issue a recieve only portable to allow them to monitor the county's radio traffic), (2) reception of WCPD in the Downingtown area (at least wher e I work) is spotty at best, and (3) whomever was dispatching for WCPD last night is impossible to understand because she talks too fast (if the officers can understand what she says half the time, more power to them).
While units were assisting West Goshen, a report of a fight at South Walnut and Magnolia Streets resulted in a brief foot pursuit initiated by Ofc. Hammond (who probably got his weekly cardio workout in under a three-hour period, where at least one actor was apprehended to the rear of a house on the 400 block of South Walnut. While that drama was playing out, Ofc. John O'Hare stopped a suspected DUI driver on the 100 block of East Nields Street. It's unknown whether or not the driver was taken into custody, again, due to spotty reception issues at work.
And the college doesn't resume it's session for another week. Yup, it's time for the call volume to spike again...
