PIECE BY PIECE...

A local woman with 4 pending drug related cases in Common Pleas Court pled guilty to all charges in exchange for a reduced prison term and a lengthy period of court supversion a couple of weeks ago.

Julie Anne Holmes, 20, of West Chester, had been charged with possesion of drugs or paraphanalia on four separate occasions in a nine month period:

On July 16, 2006, at around 16:50, GFAC and Medic 91 were dispatched to a reputed crack house on the 100 block of North New Street for the report of a patient who had overdosed on an unknown type substance, according to a criminal complaint filed by Det. Cpl. Scott Whiteside. The patient, later identified as Holmes, was transported to Chester County Hospital. During a cursory search of the property, officers found an unknown type substance, later determined to be fentaryl (heroin), a Class II controlled substance, a syringe, a metal spoon, and glassine in the area where Holmes was found. In the complaint, Det. Whiteside stated that the defendant had injected that substance on that day in question. One of the residents of that property interviewed by Det. Whiteside was one Gilbert "Tex" Thomas, who is currently enjoying a 3-to-6 year mandatory taxpayer-funded stay at SCI Cresson on charges of drug possession and possession with intent to deliver. On December 28, 2006, at around 16:46, P/O John DiBattista was on routine patrol in the area of North New and West Chestnut Streets when he saw Holmes, whom he knew had an active arrest warrant. When she was placed under arrest, P/O DiBattista found a glass pipe in her front pocket, consistent with paraphanalia used to smoke cocaine. (CP-15-CR-0001221-2007)

On January 12 at around 02:54 - slightly more than two weeks after the previous arrest) - P/O John O'Hare was on routine patrol observed the defendant walking eastbound on the 300 block of West Chestnut Street. P/O O'Hare stated in a criminal complaint that she had appeared to be impaired. Upon spotting the police, Holmes fled between two houses on the south side of Chestnut Street. Sgt. Marty Deighan was travelling up Hannum Avenue towards North New when he spotted the defendant knocking on the door of an residential building at New & Hannum and was placed under arrest at that point. Upon a search of the suspect, Sgt. Deighan found a glass pipe that was located in a pack of cigarettes. (CP-15-CR-0001222-2007)

On March 4 at around 02:55, while on routine patrol, P/O David Hammond spotted Holmes on the 300 block of West Chestnut Street, and was aware of an active bench warrant for her arrest. After a brief foot chase, she was placed under arrest. In a search incident to arrest, P/O Greg Cugino found a glass crack pipe in her jacket. (CP-15-CR-0001223-2007)

On May 25, Holmes appeared in front of Judge Howard Riley, Jr. and pled guilty to 1 count of possession of a controlled substance and 4 counts of possession of drug paraphanalia. She was sentenced to 4 to 12 months in Chester County Prison, 3 years probation, and was ordered to enter a rehab facility upon release from CCP.

This particular individual was just one of the several people in my particular neighborhood who contributed to the less than favorable atmosphere that existed. It's hard for me to show sympathy to someone who had to get arrested four times in a nine month period to get the message through her head, but oh well. I had personally observed this individual wandering from one reputed crack house to another - including the house that was raided on Tuesday morning.

She had better take this wake up call very seriously, because Judge Riley isn't exactly afraid to lay the hammer down on defendants who don't comply with the court's recommendations or keep gravitating towards the dark side of the tracks, if you will...
